Sustainable Employment Commitment Measure
Financial support for the permanent hiring of unemployed people registered with the IEFP, combined with financial support for the payment of
social security contributions in the first year of validity of supported employment contracts.
Goals:
• Prevent and combat unemployment and encourage the hiring of unemployed people, particularly young people and people with disabilities
• Promote and support net job creation
• Promote the improvement and quality of employment, encouraging more stable employment relationships and the setting of adequate wages
• Promote gender equality in access to and conditions of the labour market
Recipients:
Unemployed people registered with IEFP, in one of the following situations:
• For at least 3 consecutive months
• When, regardless of the time of registration, it is a question of:
▪ Recipients of unemployment benefits;
▪ Beneficiaries of the Social Integration Income;
▪ People with disabilities;
▪ People who are part of a single-parent family;
▪ People whose spouses or people with whom they live in a common law marriage are also registered as unemployed with the IEFP;
▪ People to whom a residential care promotion and protection measure has been applied.
▪ Victims of domestic violence;
▪ Refugees and beneficiaries of temporary protection;
▪ Former prisoners and those who are serving or have served non-custodial sentences or judicial measures and are in a position to reintegrate into active life;
▪ Drug addicts in the recovery process;
▪ People who are not registered with Social Security as employees or self-employed workers in the last 12 consecutive months preceding the date of registration of the job offer;
▪ Persons who have provided effective service under a Contract Regime, Special Contract Regime or Volunteer Regime in the Armed Forces and who meet the conditions set out in paragraph 2 of article 22 of Decree-Law no. 76/2018, of 11 October;
▪ People who are homeless or in the process of social integration in a response defined for this purpose;
▪ People who have been recognised as Informal Caregiver and who have provided care as the main informal caregiver;
▪ People who have completed an internship financed by IEFP less than 12 months ago;
▪ People who are beneficiaries of the Interior Mais Employment Measure.
Supports:
Financial support for hiring corresponding to 12 times the value of the social support index (IAS)
Increases in support
• 25% when it concerns:
➢ The conclusion of a contract with a young person aged 35 or under;
➢ The signing of a contract with a long-term unemployed person;
➢ The conclusion of a contract with base remuneration equal to or greater than three times the value of the IAS, €1,527.78, in 2024;
➢ Job located in inland territory, under the terms defined by Order No. 208/2017, of July 13, in its current wording;
➢ Employer that is a party to a collective bargaining agreement (IRCT), pursuant to article 2 of the Labor Code.
• 35% when hiring a person with a disability
Financial support for the payment of social security contributions, corresponding to half of the value of the contributions payable by the employer, during the first year of the contract's validity, and cannot exceed the limit of 7 times the value of the IAS (€3,564.82).
