CRIEE – BUSINESS CREATION AND EMPLOYMENT PROGRAM of Instituto de Emprego da Madeira

Encourage and support the creation of self-employment by unemployed people with an entrepreneurial spirit, who have a technically, economically and financially viable business idea
Recipients:
To unemployed people registered with the Madeira Employment Institute and aged 18 or over who demonstrate capacity and availability for work and who are in one of the following situations:
- In a situation of involuntary unemployment;
- Registered with IEM for more than 6 months;
- Never have carried out professional activity on behalf of others and/or on their own account;
- They were self-employed workers whose average monthly income, measured in relation to the months in which they were active in the last year of the activity, is less than the minimum monthly wage guaranteed in the Autonomous Region of Madeira.
When the project is developed in association with non-promoters, the promoters must be in equal or greater number and have a share in the share capital equal to or greater than 51%.
Financial support:
The financial support to be granted takes the form of a non-refundable subsidy.
Financial support for job creation projects is 10 times the Social Support Index
(IAS) for each job created.
Recipients of unemployment benefits must request payment, in a single payment, of the benefits not received, in accordance with the regulations in force, an amount that contributes to financing the eligible investment project.
The expected support will be increased by:
a) 10%, when the job is filled by a young person up to 30 years old, long-term unemployed, unemployed aged 45 or over or a beneficiary of the Social Integration Income (RSI);
b) 20%, when the job is filled by very long-term unemployed people;
c) 30%, when the job position is filled by a person with a disability and/or incapacity.
The increases cannot be combined with each other, and the most advantageous one must be chosen.
Job creation projects with an associated investment plan may receive additional financial support, in relation to the value of support for job creation, up to 15 times the IAS, for each job created and up to a limit of four. Recipients of unemployment benefits must request payment, in a single installment, of the benefits not received, an amount that contributes to financing the eligible investment project.
Job creation projects within the scope of the blue, green and/or circular economy benefit from financial support corresponding to 10% of the financial support for the creation of jobs.
Job creation projects located in municipalities with a resident population of less than 15,000 inhabitants, according to the latest estimates of the resident population published by the Regional Statistics Directorate of Madeira, benefit from financial support corresponding to 10% of the financial support for the creation of jobs.
Eligible expenses:
The following expenses are considered eligible, provided they are directly related to the implementation of the project:
a) Renovation and adaptation works, up to a maximum limit of €20,000 (twenty thousand euros);
b) Basic equipment;
c) Administrative and IT equipment;
d) Transfer, up to a maximum limit of €10,000 (ten thousand euros);
e) Payment of entry fees, in the case of membership of a commercial network (franchising) up to a maximum of €10,000 (ten thousand euros);
f) Preparation of the economic feasibility study, up to a maximum limit of €500 (five hundred euros);
g) Transport equipment, provided that a direct and essential link with the employment project is proven, except for light passenger vehicles that are not related to the company's corporate purpose.
