Internships lasting 9 months, non-extendable, aimed at promoting the insertion of young people into the job market or the professional retraining of unemployed people
Goals:
• Complement and develop the skills of the unemployed, particularly young people, in order to improve their employability profile, through practical experience in a work context;
• Support the transition between the qualifications system and the labour market, in particular by promoting the integration into working life of young people with adequate levels of qualifications;
• Promote knowledge about new training and skills among companies and promote job creation in new areas;
• Support the improvement of qualifications and the reconversion of the productive structure.
Recipients:
Unemployed people registered with employment services who meet one of the following conditions:
• Young people aged 18 or over and 30 or under, with a qualification at level 3, 4, 5, 6, 7 or 8 of the National Qualifications Framework (QNQ);
• People aged over 30 and under 45, who have been unemployed for more than 12 months, provided that they have obtained a qualification at level 3, 4, 5, 6, 7 or 8 of the QNQ less than three years ago or are registered at a Qualifica Centre, if they have a qualification at level 2 or 3 of the QNQ;
• People over 45 years of age, who have been unemployed for more than 12 months, who have not been granted an old-age pension, who hold a level 2 or 3 qualification of the QNQ and are registered at a Qualifica Centre, or level 4, 5, 6, 7 or 8 of the QNQ
• People with disabilities;
• People who are part of a single-parent family;
• People whose spouses or people with whom they live in a common law marriage are also registered as unemployed with the IEFP;
• Victims of domestic violence;
• Refugees and beneficiaries of temporary protection;
• Former prisoners and those who are serving or have served non-custodial sentences or judicial measures and are in a position to reintegrate into active life;
• Drug addicts in the recovery process;
• People who have rendered effective service in the Armed Forces and who meet the conditions set out in paragraph 2 of article 22 of Decree-Law no. 76/2018, of 11 October.
• Homeless people;
• People who have been recognised as Informal Caregiver and who have provided care as the main informal caregiver;
• Belong to another specific public to be defined in specific regulations or by order of the member of the Government responsible for the area of employment, depending on public policy priorities, namely registered unemployed people who are members of the household of a recipient supported by the Emprego Interior MAIS measure — Mobilidade Apoiada para Um Interior Sustentável (Ordinance No. 174/2020, of July 17, in its current wording);
• People to whom a residential care promotion and protection measure has been applied.

• Monthly internship grant in the following amounts:
• Monthly grant of ➢ 1.3 IAS – without qualification level, level 1 and 2: € 662.04 in the following amounts:
➢ 1,4 IAS – level 3: € 712,96
➢ 1,6 IAS – level 4: € 814,82
➢ 1,7 IAS – level 5: € 865,74
➢ 2 IAS – level 6: € 1.018,52
➢ 2,2 IAS – level 7: € 1.120,37
➢ 2,5 IAS – level 8: € 1.273,15

For promoting entities:
IEFP's financial contribution is based on the unit cost modality, per month and per internship, under the following terms:
• Internship grant
▪ 80% participation in the following situations:
▪ When the promoting entity is a non-profit private legal entity;
▪ Internships falling within the scope of the special regime of strategic interest;
▪ In the first internship developed by a promoting entity with 10 or fewer workers, relating to the first application for the measure and provided that more favourable support conditions have not already been obtained in another internship financed by the IEFP.
▪ 65% contribution in other situations
The above mentioned participation percentages are increased by 15% in the case of:
▪ Interns who are disabled; individuals who are part of a single-parent family; individuals whose spouse or partner is also registered as unemployed with the IEFP; victims of domestic violence; refugees and beneficiaries of temporary protection; former prisoners or those who are serving/have served non-custodial sentences or judicial measures; drug addicts in the process of recovery; homeless individuals; individuals who have been recognised as informal carers and who have provided care as the main informal carers; individuals who have been subject to a residential care promotion and protection measure;
▪ Internship projects in inland areas, under the terms defined by Ordinance No. 208/2017, of July 13.
• Food, at the amount set for workers performing public functions: €6.00/day
• Occupational accident insurance premium: 3.296% IAS = €16.79
• Transport expenses, where applicable, e.g. trainee with disability: 10% IAS=€50.93
Employment award:
If an open-ended employment contract is signed with the intern, within a maximum period of 20 working days from the date of completion of the internship, the promoting entity will be granted an employment bonus in the amount of:
• 2 times the monthly base salary provided for therein, up to a limit of 5 times the value of the IAS;
• 20% increase in the value of the bonus when the hiring follows an internship contract signed following an internship project in inland areas;
• 30% increase in the value of the bonus in accordance with the provisions of Ordinance No. 84/2015, of March 20, which regulates the measure for the Promotion of Gender Equality in the Labor Market.
The granting of the employment bonus determines the obligation to maintain, for 12 months, the employment contract and the level of employment verified on the start date of the contract.
In situations of early termination of the internship, by agreement between the intern and the promoting entity, with the aim of concluding an open-ended employment contract, the granting of the employment bonus determines the obligation to maintain the employment contract and the level of employment verified on the date the contract began to be concluded, for 12 months, to which is added the remaining period not completed of the internship.
