PIC – RECRUITMENT INCENTIVE PROGRAM of Instituto de Emprego da Madeira

It is intended to support employers who hire unemployed people registered with the Madeira Employment Institute, IP-RAM, through the signing of permanent or fixed-term employment contracts lasting no less than 12 months, full-time or part-time.
Recipients:
The following are the recipients of the job creation awards:
a) Unemployed people registered for at least 6 months;
b) Young people aged up to and including 30 years, registered with IEM, IP-RAM, for at least 90 consecutive days;
c) Long-term and very long-term unemployed;
d) Unemployed people aged 45 or over, registered with IEM, IP-RAM, for at least 90 consecutive days;
e) Beneficiaries of the Social Integration Income for at least 90 consecutive days;
f) People with disabilities or incapacity for at least 90 consecutive days.
Long-term unemployed are those who have been unemployed and registered with the IEM, IP-RAM for at least 12 months, and very long-term unemployed are those who have been unemployed and registered with the IEM, IP-RAM for at least 24 months.
People with disabilities are considered to be all individuals with a degree of incapacity equal to or greater than 60% who, due to their physical or intellectual limitations, have difficulty in obtaining or maintaining a job appropriate to their age, qualifications and professional experience.
Employing entities:
This employment program aims to stimulate the creation of jobs in individual or collective entities under private law, with or without profit, and which must cumulatively meet the following conditions:
- Be regularly constituted and registered;
- Have headquarters, delegation or branch in the Autonomous Region of Madeira;
- Have their contribution situation regularized with the Tax Administration and Social Security;
- Not be in default with regard to community, national or regional support, regardless of its nature and objectives, namely those granted by the IEM, IP-RAM and the European Social Fund (ESF);
- Not having situations regarding salary arrears;
- Not having been convicted in criminal or administrative proceedings for violation, committed with intent or gross negligence, of labor legislation on discrimination in work and employment in the last two years, unless the sanction applied within the scope of that proceeding results in a longer period, in which case the latter applies;
- Comply with environmental, health and safety conditions at work;
- Have organized accounting, as long as it is legally required;
- Not be covered by any of the impediment situations provided for in the Ordinance that regulates this measure;
- They are not covered by situations of non-compliance with any public body.
Projects within the scope of the blue, green and/or circular economy:
Employers who wish to create new jobs within the scope of the blue, green and/or circular economy may benefit from additional financial support corresponding to 10% of the amount referred to in the tables below in Financial Support, upon presentation of proof from the competent entity attesting to the classification of the project in the aforementioned areas.
Supports:
Support for job creation takes the form of a non-refundable subsidy.
For each job created, through the signing of a full-time, open-ended employment contract, in writing, financial support is granted, in an amount corresponding to:
a) 10 times the Social Support Index (IAS), provided it is completed by an unemployed person registered with the IEM, IP-RAM, for at least 6 months;
b) 12 times the IAS, provided it is completed by a young person aged up to and including 30 years,
registered with IEM, IP-RAM, for at least 90 consecutive days;
c) 14 times the IAS, provided it is completed by a long-term unemployed person;
d) 16 times the IAS, provided that it is completed by a very long-term unemployed person, an unemployed person aged 45 or over, registered with the IEM, IP-RAM for at least 90 consecutive days, or by a beneficiary of the social integration income for at least 90 days
consecutive;
e) 18 times the IAS, provided it is completed by a person with a disability or incapacity for at least 90 consecutive days.
In the case of fixed-term contracts of a duration of not less than 12 months, reduced to writing, the financial support referred to in subparagraphs a) to e) of the previous number is 40% of the amounts referred to.
Part-time hiring – Entities that wish to create new part-time jobs with unemployed people registered with IEM, IP-RAM, can now benefit from this new modality by applying to the Hiring Incentive Program (PIC). The amount of financial support is reduced in the appropriate proportion, considering the amounts set for the permanent and fixed-term hiring modality, for the provision of full-time work, with a normal weekly working period of 40 hours.
