Recipients:
Measure Experience Guarantee
Unemployed young people, registered and flagged at IEM, IP-RAM as NEET, within the scope of the Youth Guarantee, who cumulatively meet the following requirements:
- Be between 18 and 29 years old, as measured on the date of commencement of the placement;
- Have a level 2 or 3 qualification of the QNQ;
- Whether you are looking for your first or new job.
Unemployed people who have had a previous employment or service provision relationship with that entity, or who have completed an internship of any nature there, except those lasting up to 3 months and those that are curricular or mandatory for access to the profession in question, cannot be placed under this program in a given entity.
Internship Guarantee Measure
Unemployed young people, registered and flagged at IEM, IP-RAM as NEET, within the scope of the Youth Guarantee, who cumulatively meet the following requirements:
- Be between 18 and 29 years old, as measured on the date of commencement of the placement;
- Have a qualification at level 4, 5, 6, 7 or 8 of the QNQ;
Young people holding a level 7 or 8 qualification may expressly express their consent to undertake an internship with a lower level qualification than that held, but only between levels 6 and 7, with the value of the grant corresponding to the chosen qualification level.
- Whether you are looking for your first or new job.
Unemployed people looking for a new job cannot, after obtaining the qualification, have had professional employment in the area in question for a period exceeding 12 months.
Unemployed people who have had a previous employment or service provision relationship with that entity, or who have completed an internship of any nature there, except those lasting up to 3 months and those that are curricular or mandatory for access to the profession in question, cannot be placed under this program in a given entity.
Young people who have already benefited from support under occupational and internship/training measures cannot be integrated into this measure until six months have passed since the end of the previous measure.
During the professional internship, interns cannot carry out any type of professional activity, whether on their own or on behalf of others.
A person registered with IEM, IP-RAM, as a worker with an employment contract suspended due to non-timely payment of wages, is considered to be unemployed.

Measure Experience Guarantee
Any individual or legal entity under private law, whether for profit or not, that can provide work experience to participants may apply.
Internship Guarantee Measure
Any individual or legal entity under private law, whether for profit or not, that has the technical and pedagogical conditions to provide an internship to participants with recognized quality may apply.
Duration:
Measure Experience Guarantee – 9 months, non-extendable.
Internship Guarantee Measure – 12 months, non-extendable.
Participants’ rights:
Measure Experience Guarantee
- Monthly grant corresponding to the Social Support Index (IAS) – level 2 or 3 – 1.3 x IAS
- Food allowance identical to the amount set for workers performing public functions, regardless of the amounts of allowances applied to the majority of its workers, set at €6.00/day for each working day of activity.
- Work accident insurance;
- The payment of scholarship support, food and transport allowance is the responsibility of the supervising entity.
- An initial period of 10 working days of rest to be taken mandatorily in the 7th month of the internship;
- Working hours of 35 hours per week and 7 hours per day, 5 days a week, followed by 2 consecutive days of rest.
- Interns with disabilities and/or incapacity equal to or greater than 60%, depending on their limitations, may benefit from the continuous working hours regime.
Internship Guarantee Measure
- The monthly grant awarded varies depending on the participant's qualification level:
- Level 4 – 1,6 x IAS
- Level 5 – 1,7 x IAS
- Level 6 – 2 x IAS
- Level 7 – 2,2 x IAS
- Level 8 – 2,5 x IAS
- Work accident insurance;
- An initial period of 10 working days of rest to be taken mandatorily in the 7th month of the internship;
- A second period of 10 working days of rest to be enjoyed exclusively in the 11th month of the internship;
- The payment of scholarship support, food and transport allowance is the responsibility of the supervising entity.
- Working hours of 35 hours per week and 7 hours per day.
- Interns with disabilities and/or incapacity equal to or greater than 60%, depending on their limitations, may benefit from the continuous working hours regime.
Financial contribution from the Instituto de Emprego da Madeira:
Measure Experience Guarantee
The financial contribution of the IEM is made based on the unit cost method, per month and per internship, based on the following values:
- In private legal entities with or without profit: 95% of the value of the grant;
- 100% of the grant amount when the supporting entities integrate interns with disabilities and/or incapacity equal to or greater than 60%.
- Food, value for the meal allowance for most workers who perform public functions, set at €6.00/day;
- Transport, 10% of the IAS: €50.93/month in 2024. If, as demonstrated by the intern with a disability and/or incapacity equal to or greater than 60%, it is not possible to use public transport, he/she is entitled to a monthly transport allowance equivalent to 20% of the IAS;
- Work accident insurance, worth 3.296% of the IAS: €16.79 in 2024.
Internship Guarantee Measure
The financial contribution of the IEM is made based on the unit cost method, per month and per internship, based on the following values:
- In non-profit private legal entities: 85% of the value of the grant;
- For individuals or legal entities under private law for profit: 70% of the value of the grant;
- 100% of the grant amount when the supporting entities integrate interns with disabilities and/or incapacity equal to or greater than 60%.
- Food, value for the meal allowance for most workers who perform public functions, set at €6.00/day;
- Transport, 10% of the IAS: €50.93/month in 2024. If, as demonstrated by the intern with a disability and/or incapacity equal to or greater than 60%, it is not possible to use public transport, he/she is entitled to a monthly transport allowance equivalent to 20% of the IAS;
- Work accident insurance, worth 3.296% of the IAS: €16.79 in 2024.
Employment Award:
Individuals or legal entities under private law, with or without profit-making purposes, who, within a maximum period of 60 consecutive days from the end date of the internship, submit their application through the Employment Bonus may benefit from the Employment Bonus. Employment Program Application Platformaccompanied by a full-time employment contract, with no fixed term or a term of no less than 12 months. This financial support will only be granted to projects that result in the net creation of jobs.
The Employment Bonus is a non-refundable subsidy of 8 or 4 times the amount corresponding to the Guaranteed Minimum Monthly Wage in force in the Autonomous Region of Madeira (RMMG RAM), for each job created, through the signing of permanent or fixed-term employment contracts, respectively.
